Our Board of Directors is responsible for making sure Impacting Houston is on the right track. They meet monthly to discuss strategic issues facing the organization. The Board helps our senior staff carry out our mission and ensures that Impacting Houston is an organization you can trust.
Hubert Hines, Board Chairman
Hubert is the Former Board Chairman of Phoenix Outreach Youth Center, Inc. and Executive Director of Inner City Action Network, Inc. Hubert Hines, CSA is currently the owner of the Hubert Hines Insurance Agency in Houston, Texas. He holds a BS degree in Sociology and is a licensed property, casualty, life and health Insurance Agent; he is AHIP Certified to sell Medicare Advantage and Prescription drug plans. Hines earned and holds the accredited Certified Senior Advisor (CSA) credential, representing qualified professionals who understand key health, social, financial, legal and ethical factors important to Estate Planning needs of older adults. Hines has extensive experience in risk management of property and casualty exposure for small businesses and non-profit corporations.
Jeri Brooks, Co-Chair
Jeri Brooks founded One World in 2004, after conquering leadership roles within the banking industry. When Corporate America became less satisfying, she set out to create a more relaxing environment for good humans and brilliant minds. As a strategist, public relations specialist and lobbyist, her tasks are all the more trying but she finds the work beyond rewarding, Brooks has provided strategic direction to political figures, non-profit organizations, and start-up businesses at home and abroad, helping them to build awareness, public perception and ultimately increase their bottom line. This fearless leader is responsible for giving direction and implementing tailored plans for each unique client.

Rudy rincon
Rudy Rincon is originally from Venezuela where he earned an associate’s degree in Computer Science diploma. He emigrated to the United States at the age of 20 years old to continue his studies. He revalidated his title at ITT Institute and began his career as a Computer Local Area Network Administrator for a various clients of a contracting IT Firm in Houston. He shifted gears in 2005 when he accepted a job opportunity with a Dental Component HMO in New York City to help low-income families to have access to their dental services covering by Medicaid. In 2007 Rudy returned to Houston, TX to start working for United Healthcare Community Plan as Community Outreach Coordinator and a Social Communicator and ambassador for those in need. Rudy Rincon participates as a Council member of United Way’s Inter-Agencies Meeting group. He is the Chair of the Advisory Board Members at NCI - Ripley House. An Ambassador for the American Heart Association as well as the American Diabetes Association. Rudy Rincon also has a passion for music. He is a professional singer since he was a teenager. Today, Rudy Rincon is the owner and founder of GRUPO KACHE, an entertainment and performances company that has been in business for over 18 years that allows him continuing singing and establish strong connections with the community and with different personalities in the corporate world.
The honorable yolanda ford
Missouri City Council Member Yolanda Ford took oath of office on July 1, 2013. She is the first African American female to represent Missouri City District-A and the fourth female in the history of the City of Missouri City to be elected to a city council position. Yolanda is native of Missouri City, TX. She attended Fort Bend public schools and graduated from John Foster Dulles High School. She earned her Bachelors of Science (B.S) in Psychology from the University of Houston and her Masters of Architecture (M.ARCH) from Prairie View A & M University.
Over the past 14 years, Yolanda’s career has quickly accelerated from developing nonprofit programs to overseeing multi-million dollar developments, identifying vast land acquisitions and serving as an elected official for one of the fastest growing, diverse suburbs in the United States. She is in a relatively small segment of leaders in the non-profit community development and architecture profession that is able to build relationships, trust, and rapport with almost anyone, and then leverage these relationships to make connections between people to create partnerships and alliances to ‘get things done.’ She believes in driving positive, sustainable outcomes when it comes to building and improving her community. Enthusiastically and genuinely, Yolanda radiates a sincere passion for serving her constituents and delivering results for her business clients.
As a Council Member, she is a member of several Missouri City committees that include the Community Development Committee, Communication Committee and Infrastructure Committee. Professionally, she continues to practice as an urban planner/architectural designer/land development specialist. Her professional associations include being an associate member of the American Institute of Architects (AIA) and a member of the American Planning Association (APA).
Felix Glenn
Felix Glenn is a native Houstonian raised in Fifth Ward Texas. He is a graduate from Phillis Wheatley High School and attended Paul Quinn and Lamar Universities before deciding to enlist in the United States Marine Corps. He served our country as a Lance Corporal from 1985 – 1993. He was stationed in Oceanside, California and served in the Persian Gulf War and was a 0311 Rifleman.
After leaving the service he became the Co-owner of an Insurance Brokerage and Union 76 gas station in Los Angeles, California. In 1998 he moved back to Texas and was the campaign director of Black United Fund of Texas for seven years. He currently works for the Department of Homeland Security and resides in Spring with his wife and three of his five children.
